Server API categories a player can individually refuse in Flick's client settings. The client reports its choices in hello.allow; messages of a refused category are ignored by the client. Module disabling has no per-category switch — a player can only turn the whole API off (then the client never identifies itself, and FlickAPI.isFlick(Player) is false).
